Is it true that anyone can submit a story?

Absolutely! Publishing on HackerNoon is free and will always be for writers. You don't need to be a professional writer who does it for living, just someone with an interesting tech story to tell. Plus, everyone benefits from having their work documented someplace on the interwebs, especially if that place has great distribution and reputation like HackerNoon.

The caveat here is not all submitted stories are published - an editor will look into it and make changes if needed. See more here.

Have not publishing an article for 3 months. My recent one was published a day ago and I was sent an email informing me that the editorial team liked it so much they put it on the homepage for a few hours. Nice. The article is about the Central African Republic government and their Web3 innovation and ambition. Here is a link to it: https://hackernoon.com/the-sango-project-the-web3-hope-of-central-africa
